Federal Government Launches TISSF Loan Scheme to Support Tertiary Institution Staff with Up to ₦10 Million

The Federal Government has launched a new loan initiative to support academic and non-academic staff in Nigeria’s universities, polytechnics, and colleges of education, offering access to up to N10 million in funding to improve welfare and professional development.

Known as the Tertiary Institution Staff Support Fund (TISSF), the scheme was announced by the Minister of Education, Dr. Tunji Alausa, in a statement released by the ministry’s Director of Press and Public Relations, Folasade Boriowo, and reported by the News Agency of Nigeria.

The fund is designed to promote financial stability and enhance the quality of life for staff while supporting their career growth. Loan access will be capped at 33.3% of an applicant’s gross annual salary and can be applied toward transportation, medical needs, or small businesses such as poultry farming. According to the statement, both academic and non-academic staff members are eligible to benefit from the fund. The programme will be implemented in collaboration with the Bank of Industry, which will oversee the disbursement process to ensure accountability and transparency.

The introduction of TISSF is part of a broader government effort to improve conditions in Nigeria’s tertiary education sector. It follows a series of longstanding demands from unions like ASUU and other education sector workers over issues such as earned academic allowances and institutional funding.

In April 2025, the government disbursed N50 billion to settle outstanding earned allowances for staff in federal universities, reaffirming its commitment to education sector reform and staff welfare.
