Lagos State Set to Launch Electronic House Numbering to Curb Tax Evasion

The Lagos State Government has introduced the Lagos Identity Project, a digital house-numbering system aimed at improving property identification, service delivery, and urban planning throughout the state.The initiative was launched in Alausa by Dr. Olajide Babajide, Special Adviser to Governor Babajide Sanwo-Olu on Enterprise Geographic Information System (e-GIS).

Babajide explained that the project is designed to tackle persistent challenges such as tax evasion, untraceable addresses, and delays in emergency response. “This project is about providing Lagosians with the world-class services they truly deserve. We’ve had issues ranging from tax evasion to untraceable addresses. This new digital system is the solution,” he said.

The system features address plates embedded with QR codes and colour codes specific to each local government. Scanning a plate’s QR code provides access to key property data, helping improve emergency response times, postal services, and urban planning accuracy.

Babajide added that the system would aid in preventing rental fraud and enhance location tracking in high-density areas. He tied the initiative to Lagos’ smart city vision and referenced earlier tech developments such as the state data centre launched during President Bola Tinubu’s tenure as governor, which earned international recognition from the World Bank.

The pilot phase of the Lagos Identity Project is currently underway in Eti-Osa Local Government Area and will be extended to all 57 Local Government and Local Council Development Areas once proven successful. Implementation is being carried out by trained local youths under the Ibile programme to ensure community engagement and accurate data collection. The system was developed in collaboration with Interspatial, which conducted two years of aerial mapping to support the project.

“This isn’t just a project; it’s a legacy that aligns with international benchmarks,” Babajide noted, stating that the platform complies with global standards for civic identification and data protection. Technical partner and co-sponsor Yinka Adesiyan highlighted the system’s potential to boost safety, efficiency, and transparency. “This project goes beyond house numbers. It makes Lagos safer, smarter, and more transparent,” he said.

Adesiyan added that the address plates also include Know Your Customer (KYC) features, enhancing both urban security and planning.Babajide commended the Lagos State Government for fully funding the initiative, saying the investment reflects a strong commitment to modernising governance and improving public services.
