Ghana Government Imposes GH¢10,000 Daily Fine on MultiChoice Ghana for Failing to Provide Required Pricing Information Under Electronic Communications Act

The Communications Minister has begun enforcing a statutory fine of GH¢10,000 per day on MultiChoice Ghana (DSTV) for failing to provide key pricing information requested under the Electronic Communications Act (ECA). The penalty took effect on Friday, August 15, 2025.

Minister Sam George announced the decision during a meeting with DSTV executives, stating that the data—covering a detailed breakdown of bouquet prices, tax components, and comparisons with at least six other African markets—was essential for discussions aimed at reducing subscription fees for Ghanaian customers.

DSTV had been granted an extension until Monday, August 11, 2025, to submit the information. The Ministry has warned that if a price reduction agreement is not reached by September 6, 2025, the company’s operating licence could be suspended.

George emphasised that the fine is a legal obligation under the ECA and is separate from ongoing negotiations with stakeholders. He added that the government could freeze accounts if necessary to safeguard consumer interests and that any submitted data would be subject to an impartial review.

He said that if the review finds taxes are the main driver of high subscription costs, he will advocate for tax relief. Otherwise, DSTV will be expected to comply with directives to make subscriptions more affordable.
