Federal Government Plans Introduction of New Emergency Passport in 2026

The Federal Government has announced plans to roll out a new biometric emergency travel document, known as the Single Travel Emergency Passport (STEP), by 2026 as part of efforts to modernise Nigeria’s immigration system and strengthen border security. The Comptroller General of the Nigeria Immigration Service (NIS), Kemi Nandap, made this known on Monday in Abuja during the decoration ceremony of 46 newly promoted Assistant Comptrollers of Immigration (ACIs) to the rank of Comptrollers of Immigration.

Nandap explained that the proposed STEP will replace the existing Single Travel Emergency Certificate (STEC) and is intended to improve efficiency, security and international acceptance of Nigeria’s emergency travel documents. According to her, the new passport will be biometric-based and deployed through alternative, technology-driven platforms to ensure smooth and efficient service delivery.

She said the STEP forms part of broader reforms scheduled for implementation from 2026, aimed at optimising visa processing, passport production and the expansion of contactless solutions across the Service.The immigration chief noted that the STEP is one of several technology-focused initiatives being introduced to enhance operational efficiency and enable the NIS to better fulfil its constitutional responsibilities.

She also highlighted the recent launch of the ECOWAS National Biometric Identity Card (ENBIC), describing it as a major step toward deeper regional integration and safer cross-border movement within West Africa.Nandap added that the STEP, expected to be launched early next year, would further strengthen service delivery and streamline immigration processes. Addressing the newly promoted officers, the Comptroller General urged them to uphold high standards of vigilance, professionalism and integrity, especially in view of the country’s security challenges.

She reminded them that promotions in a disciplined service such as the NIS are earned through dedication, competence, integrity and commitment, rather than being automatic. According to her, the decoration symbolises the trust placed in the officers and comes with expectations of stronger leadership, sound judgement, accountability and exemplary conduct.

Nandap stressed that senior officers must balance professional expertise with strong leadership qualities, including clear vision, decisiveness, empathy and the ability to mentor and inspire subordinates. She cautioned that, given Nigeria’s current security realities, officers must remain alert and resolute in addressing multiple threats, noting that their actions would shape the values and public image of the Service.

The NIS boss reaffirmed the Service’s zero tolerance for indiscipline and unprofessional behaviour, urging officers to embrace innovation, adapt to evolving challenges and prioritise the interests of the Service.She commended President Bola Ahmed Tinubu for his commitment to institutional reforms and national security, stating that ongoing changes within the NIS reflect the administration’s determination to strengthen security agencies.

Nandap also praised the Minister of Interior, Olubunmi Tunji-Ojo, for providing strategic guidance and oversight that continue to improve the Service’s operational capacity. She acknowledged the presence of key stakeholders at the event as a sign of collective support for the NIS and expressed appreciation to the families of the promoted officers for their sacrifices and encouragement. She also encouraged officers who were not promoted to remain dedicated and patient, assuring them that consistent hard work would be rewarded in due time.
