The International Monetary Fund (IMF) has named Tony Elumelu, Founder and Group Chairman of Heirs Holdings, to its Advisory Council on Entrepreneurship and Growth. The council, convened by IMF Managing Director Kristalina Georgieva, aims to identify and address regulatory barriers to entrepreneurship. Elumelu’s appointment was announced in a statement on Friday.

The Advisory Council consists of global business leaders, policymakers, and academics working to enhance resource allocation, drive innovation, and promote sustainable private-sector-led economic growth.

“Elumelu, Africa’s leading advocate of entrepreneurship and whose Foundation has funded, mentored and trained over 25,000 African entrepreneurs since 2015, champions entrepreneurship as the engine for the economic transformation of Africa.

“A self-made entrepreneur, Elumelu’s embracing of entrepreneurship is fundamental to his concept of Africapitalism, his belief that Africa’s private sector can and must play a leading role in the continent’s development, making long-term investments, that deliver social and economic value.

“Elumelu will be instrumental in ensuring that Africa’s entrepreneurial potential is central to global economic policymaking.Other council members include Professor Ufuk Akcigit of the University of Chicago, HRH Ambassador Reema Bandar Al-Saud of Saudi Arabia, Salesforce CEO Marc Benioff, Banco Santander Executive Chair Ana Botín, Tata Group Chairman Natarajan Chandrasekaran, Vodafone Group CEO Margherita Della Valle, Vista Equity Partners CEO Robert Smith, and Argentine Minister of Deregulation and State Transformation Federico Sturzenegger.

At the council’s inaugural meeting on March 26, 2025, IMF Managing Director Kristalina Georgieva emphasized the importance of macroeconomic and financial policies in fostering innovation, entrepreneurship, and productivity—essential drivers of private sector growth and economic development.
