FCT Administration Seals, Revokes NAPTIP Office In Abuja Over Ground Rent Issues

The Federal Capital Territory Administration (FCTA) has sealed and revoked the allocation of the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) office situated in Zone 5, Abuja.

The enforcement action followed the failure of the property’s titleholder, Nigeria Sugar Company Limited, to settle ground rent obligations. Officials from the Department of Development Control and the Abuja Geographic Information Systems (AGIS), both under the FCTA, carried out the operation on Monday.The building, serving as NAPTIP’s headquarters, was among several properties targeted in an ongoing effort by the FCTA to recover outstanding payments owed to the government through unpaid ground rent and related fees.

SaharaReporters previously detailed how the FCTA, led by the Minister of the Federal Capital Territory, Nyesom Wike, sealed the national headquarters of the Peoples Democratic Party (PDP) due to similar issues. On Monday afternoon, a team from the FCTA locked the entrance of Wadata Plaza, the PDP’s secretariat located in Wuse Zone 5, Abuja.

Ground rent refers to the annual payment made by landholders to maintain legal occupancy and usage rights of a parcel of land.In March 2025, Wike revoked 4,794 land titles across the Federal Capital Territory, citing persistent failure to pay ground rent.During a press briefing in Abuja, Mukhtar Galadima, Director of the Department of Development Control, stated that enforcement would begin on Monday.

Earlier this year, SaharaReporters also reported that the FCTA revoked land allocated to the PDP for its secretariat after the party failed to pay ground rent for two decades. The revocation was formalised through a letter dated March 13, 2025, titled, “Notice of Right of Occupancy with File No: MISC 81346 in Respect of Plot No: 243 within Central Area District, Abuja.”

The notice, signed by the Director of Land Administration, Chijioke Nwankwoeze, cited the PDP’s failure to pay annual ground rents from January 1, 2006, to January 1, 2025, despite repeated reminders through newspapers and broadcast outlets. “I have been directed to refer to the above Right of Occupancy granted to PEOPLES DEMOCRATIC PARTY (PDP), NATIONAL SECRETARIAT and inform you that the Minister of Federal Capital Territory has in the exercise of powers conferred on him under the Land Use Act No. 6 of 1978, Cap. L5, Laws of the Federation of Nigeria 2004, revoked your rights, interests and privileges over Plot No. 243 within Central Area, Cadastral Zone A00, Abuja,” the letter stated.
